Today, Microsoft has announced that that they are taking "applications" for the Office Insider program for iPhone and iPad, available for the first time in limited capacity through Apple’s TestFlight program.

This isn't just about Excel: it's MS Office in general. Therefore, Microsoft is seeking enthusiastic testers to check out the latest versions and newest features to come out for Word, Excel and PowerPoint on both the iPhone and iPad. As a trailblazer / guinea pig, Microsoft will be seeking feedback and ideas for improvement that will benefit all users in the long run.
